Donald W. Kelm
District Extension Administrator

District 3 Extension Administrator, Vernon, Texas. Mr. Kelm received his M.S. from Sam Houston State University and his B.S. from Texas A&M University. Mr. Kelm provides leadership for the recruitment, selection and supervision and management of  County Extension agents - Agriculture, Family and Consumer Science, 4-H and Horticulture in 24 Rolling Plains counties and district office support staff.  Provides input and oversight for the development and management of the districts' Extension budget.  Works closely with 24 county commissioners courts to interpret Extension programs and to secure funding for the Extension programs.

Coordinates with the three regional program directors in Agriculture and Natural Resources, Family and Consumer Sciences and 4-H and Youth Development to identify program direction, acquire program enhancement resources and set priorities for resource allocation to most effectively impact Extension programming for targeted clientele.
